Company History
Federal Passenger Directorate, a specialized branch of JSC “RZD”, was established in 2006 within implementing events of the Railway Structural Reform Program approved by order of the Government of the Russian Federation No. 388 dated May 18, 2001 for the organization and management of passenger railway transportation for long distances.
Joint Stock Company “Federal Passenger Company” was established in December 2009 on the base of the property of the Federal Passenger Directorate being a branch of JSC “RZD”.
A specialized property complex was added to the Charter Capital of JSC “FPC”, and the personnel providing passenger railway transportation for long distances was transferred.
As of April 1, 2010 JSC “FPC” started its own activity as a transport operator. The Company is a natural monopoly holder: order of Federal Tariff Service of Russia No. 190-т dated May 27, 2010 included JSC “FPC” to the register of natural monopoly holders at the transportation in the area of railway transportation services. The activity of JSC “FPC” on the market of passenger transportation services is subject to the state regulation in accordance with “On Natural Monopolies” Federal Law No. 147-ФЗ dated August 17, 1995 (version dated December 30, 2012).
